A veteran Homestead police officer was arrested Wednesday and accused of shoving a handcuffed prisoner head first into a concrete wall.

MIAMI, FL — A veteran Homestead police officer was arrested Wednesday and accused of shoving a handcuffed prisoner head first into a concrete wall. Officer Lester Brown was charged with battery and official misconduct in connection with the December incident.
"When some aberrant officer behaves in a way that violates all existing procedures, all the great work that's done to foster good community interaction evaporates," Miami-Dade State Attorney Katherine Fernandez Rundle told reporters in announcing the charges against Brown.
Fernandez Rundle was joined by Homestead Police Chief Alexander Rolle, Jr. at an afternoon press conference to announce the arrest of Brown.

"We're not going to tolerate this kind of behavior from our police officers. We never have and we never will," said Rolle at the press conference.
Officials also released surveillance video of Brown's encounter with the prisoner that took place on December 1, 2018 inside the booking area of the Homestead Police Department.

"The victim suffered a bleeding laceration to his forehead," according to arrest documents.
The prisoner, identified as Jose Trindad Garcia Alvarado, had been taken into custody after Homestead police received a report of a drunk male who broke a window of a home.
Brown's arrest documents said Garcia Alvarado was taken to a hospital where surgical glue was used to close the laceration to his forehead, resulting in a small scar over his left eye.
