Suspect Who Allegedly Beat Man with Chain Arrested
The incident began when the victim allegedly shouted an ethnic slur at the suspect.

Phosy Kongmanichanh, 29, was riding his scooter near 3550 58th Ave. N when 61-year-old James Federighi allegedly made ethnic remarks to him as he passed.
According to the Pinellas County Sheriff's Office, Kongmanichanh got off his scooter, pulled out a chain and began striking Federighi.
He continued striking Federighi even after he fell to the ground, deputies said. Kongmanichanh then left the scene and Federighi sustained serious injuries to his head, authorities said.

The incident occurred on Dec. 12, 2012 and Kongmanichanh was interviewed during the evening hours of Jan. 16 at the Sheriff's Administration building.
Kongmanichanh admitted to the crime. He was arrested for aggravated battery and transported to the Pinellas County Jail without further incident, a news release said.
