Welcome to the Thursday edition of the Boise Daily. The on-again, off-again homeless shelter is on again with a number of conditions. A skydiving incident victim has been identified, and we provide you this week's open houses. Both sides in a coffee lawsuit can claim wins, and a debate for a state position was not cordial.

- KTVB-TV staff update the story of Boise City Council voting to approve the Interfaith Sanctuary's appeal to locate a homeless shelter on State Street. Sanctuary leaders have been provided a list of 30 requirements to follow, but an appeal is expected to be filed by neighbors. (KTVB.com)
- The victim in a Caldwell skydiving death has been identified. KIVI-TV's Kelsie Rose reports Talon Robin, a Meridian resident, died during a tandem jump on Monday when high winds collapsed Robin and an instructor's chute. (kivitv)

- Both sides of a lawsuit pitting Big City Coffee versus Boise State University can claim wins and losses after a recent decision by a judge. BoiseDev senior reporter Margaret Carmel lines out the decision to dismiss allegations from the coffee shop against the university while allowing other parts of the lawsuit to go forward. Big City Coffee filed a $10 million tort claim against the college after a coffee shop on campus was shut down due to the business' use of the Thin Blue Flag and support of law enforcement. - Surel's Place hosts Art at the Greenbelt Market featuring artist Stephen Gray. (6 p.m.)
- The Lowell Pool Open House welcomes residents on Thursday. Stop by and learn about the condition of the pool and voice your opinion on what should be done with the neighborhood pool. (3 p.m.)
