Downers Grove Council to Consider Employee Pay Raises, Police Contract

The Downers Grove Village Council is set to consider salary increases for two village employees, as well as a new labor agreement with the local police union.

The council will vote Tuesday night on amended employment agreements with Village Manager Dave Fieldman and Village Attorney Enza Petrarca that would give them both raises and extend their severance pay if either should be terminated without cause.

Fieldman is up for a 2-percent raise, bringing his annual salary from $160,000 to $163,200. He is also set to receive a $10,000 bonus for his performance in 2012, according to village documents.

The resolution would extend Fieldman's severance pay by three months.

Fieldman last received a raise in April 2012, when commissioners agreed to increase his salary from $140,000 to $160,000, give him a $5,000 bonus and increase his severance package by three months.

Petrarca is up for a 3-percent raise, as well as an additional six months of severance pay.

The council is also scheduled to vote on a three-year agreement between the village of Downers Grove and the Illinois Fraternal Order of Police Labor Council, effective May 1, 2012, through April 30, 2015.

According to village documents, the agreement authorizes an annual salary increase of 2 percent for 2012 and 2013, and 1 percent for 2014.

The tentative agreement was ratified by the union on Jan. 28.

Washington Street Improvements

Downers Grove officials are preparing for a nearly $950,000 renovation of Washington Street in downtown Downers Grove.

The village council Tuesday night will hear a first reading of a contract with the Addison-based John Neri Construction Co. to replace a half-mile of sewer lines and resurface Washington Street between Burlington and Maple avenues.

John Neri's bid of $941,849.15 was the lowest of nine bids received by the village, and comes in about $108,000 under the amount budgeted by village officials last year.

The village will use about $898,000 from three funds—capital projects, water and storm water—to cover the costs of water main and sewer work, curb and gutter replacement, road resurfacing, asphalt patching, sidewalk replacement and crosswalk improvements. 

The Downers Grove Sanitary District will pay about $43,400 to replace manhole covers on Washington Street, according to village documents.

No vote will be taken on the contract Tuesday night.
