Chicago Police Fatally Shoot Elgin Kidnapping Suspect: Police
An off-duty officer reportedly found the victims, who were still handcuffed together after escaping their captor.

ELGIN, IL — Elgin police said their department and the Chicago Police Department are investigating a kidnapping and vehicle hijacking that took place in the 100 block of N. Porter Street in Elgin after 9 p.m. Sunday, resulting in the suspect's shooting death hours later in Chicago, according to several reports. Elgin police said they were made aware of the incident Monday morning by Chicago police.
The two victims have been located safely and are cooperating with Chicago and Elgin police detectives. An off-duty Chicago police officer found the victims — a man and woman — handcuffed together around 6:46 a.m. in the Belmont Cragin neighborhood after they managed to escape, Chicago police said, according to WLS-TV.
According to Chicago Police, officers responded to the 6200 block of West Grand Avenue Monday morning, where police confronted and shot the suspect. Chicago police said they recovered a weapon at the scene.

The two victims showed no obvious signs of injuries, according to police, but it's not yet known how long they were held. The Chicago Office of Police Accountability (COPA) also responded to the scene, stating in a Monday tweet it's "committed to conducting a full and thorough investigation."
