JOLIET — Three people from Joliet were arrested over the weekend by the Joliet police in connection with a single incident in a gas station parking lot at 379 South Chicago St.

Although Joliet police said Sugar Ray Jackson hails from Sauk Village, Jackson is actually from the 600 block of nearby Patterson Road in Joliet Township, his jail logs reflect. A jail inmate in 2022 and 2016, Jackson now faces charges of delivery of controlled substances.

As for the two other people with him, 36-year-old Constance Titus of Joliet was arrested and released on a notice to appear on charges of possession of controlled substances. The third person arrested was Monte Alexander, one of the most arrested citizens in Will County back in 2023 involving crimes of retail theft and shoplifting.

According to Joliet police spokesman Dwayne English, at 11:03 p.m. on Saturday, officers saw a suspected drug transaction around a vehicle in the parking lot of a gas station at 379 S. Chicago St. Officers approached the vehicle and spoke with the driver, Jackson, and the passenger, Titus. Jackson was asked to exit the vehicle, at which point he allegedly tossed an unknown item to Titus, English said. While outside the vehicle, police said Titus was seen discarding a bag of suspected cocaine, which the officers recovered from the ground.

She was taken into custody without incident. Following the arrest, it was determined that Jackson had thrown the suspected cocaine to Titus. He was also taken into custody without incident.

A third occupant, Alexander, initially provided a false name, according to police. A search revealed identification confirming his identity. He had an active Will County warrant for failure to appear on prior burglary charges and was taken into custody without incident.

In January, Sugar Ray Jackson was the subject of another Joliet Patch crime story, one headlined: "Rocko And Mama Neglected By Their Joliet Dog Owner: Complaint."

The Will County Courthouse files continue to grow as more Joliet dog owners are being charged with crimes of animal cruelty. The latest person charged was 46-year-old Sugar Ray Jackson, the owner of two pit bulls, a male dog named Rocko, and a female dog named Mama, court files show.
