Joliet Man, 60, With Incredibly Long History Of Domestic Violence Lands In Will County Jail: Prosecutors

JOLIET, IL — Michael Quinn, 60, of Joliet's near west side, will spend his Christmas holidays inside the Will County Jail after Will County Judge Derek Ewanic imposed a SAFE-T-Act ruling to keep the long-time domestic violence defendant in custody.
Last week, the Will County State's Attorney's Office charged Quinn with two new crimes of domestic battery following his latest Joliet police arrest, in the 400 block of West Washington Street, which is near North Center and Hickory Streets.
The complaint indicates that on Dec. 17, Quinn struck a woman in the back, and this marks his fifth or subsequent violation. Prosecutors notified Judge Ewanic that Quinn's prior domestic battery convictions in Will County were in 2006, 2007, 2008, 2010, 2011, 2013, 2017 and 2021.

According to the prosecution's petition to deny pretrial release, Joliet police responded to Quinn's apartment unit on West Washington Street at 5:30 a.m. on Dec. 17. The female victim told officers she was sitting on the couch when her roommate, Quinn, charged at her and elbowed her once in the back. She recorded the incident on her phone and showed it to the Joliet police officers, providing a "corroborating series of events," prosecutors noted.
The woman suffered a small bruise to her back area.

Joliet police interviewed Quinn, and he indicated he did not hit the woman, "but did admit to making physical contact with her," court files show.
The woman told the officers Quinn "recently moved into the residence and they are solely roommates." Quinn indicated he had been living there about three weeks.
In 2021, Quinn was sentenced to six years at the Illinois Department of Corrections for domestic battery causing bodily harm/with at least four prior convictions, and in 2014, he was sentenced to four years at the DOC stemming from his July 2013 arrest for domestic battery. The rest of his criminal history takes another entire page of court documents.
"The defendant poses a threat to the victim and the community in general," prosecutors declared in their filing.
