Home Repair Fraud In Joliet? Charges Filed Against Joliet Man

JOLIET — The Joliet Police Department has made its first home repair fraud arrest of the year, taking 32-year-old Herkimer Street resident Jancarlos Paramo in custody. Paramo spent two days in the Will County Jail last week, before a Will County judge ordered his release.

The criminal complaint was submitted by Joliet police detective Brad McKeon and Paramo is being charged with two counts of home repair fraud and two counts of felony theft. One of the charges indicates that Paramo knowingly entered into an agreement or contract with a person for home repair, "the repair of (his) garage door and in doing so, knowingly promised performance, that defendant would (the victim's) basement."

Another charge indicates that Paramo "knowingly used or employed deception, false pretense or false promises in order to induce, encourage or solicit (the victim) to enter into any contract or agreement, that defendant indicated he would start and finish (the victim's) basement."

The theft charge indicates that Paramo promised to finish the person's basement and indicated he needed cash instead of a check to start the job quickly and the victim gave him cash instead of a check and Paramo did not finish his basement nor return the money."
