Joliet Man Who Impregnated Underage Girl Must Remain In Jail: Judge
Franklin Quinonez-Cortez also has a vehicle forfeiture case because he abused the pregnant teen at Pilcher Park, prosecutors said.

JOLIET — A 27-year-old Joliet citizen who is now the subject of a vehicle forfeiture case from the Will County State's Attorney's Office does, in fact, face two serious felony charges of criminal sexual assault, the Will County State's Attorney's Office pointed out on Thursday.
It turns out that the Joliet criminal defendant's last name is spelled differently on his Will County criminal court records, which is why Joliet Patch reported that no criminal charges had been filed against the Joliet man who is the subject of the vehicle forfeiture complaint seeking to declare his 2009 Honda Civic as a forfeited asset for the police.
According to the criminal complaint using spelling of Franklin Quinonez-Cortez, he has been charged with two counts of aggravated criminal sexual abuse by State's Attorney Jim Glasgow's Office. One charge accuses the 27-year-old Joliet defendant from the 100 block of Iowa Street of having sexual intercourse with a girl between the ages of 13 and 16 during the time frame of June 1, 2023, and Dec. 5, 2023.

The second charge accuses Quinonez of having sexual intercourse with the same girl during the time frame of Dec. 6, 2023, and Jan. 30, 2024. The Joliet police handled the criminal investigation and Quinonez was taken to the Will County Jail on Feb. 11, and he still remains there two months later. He is being detained under the Illinois SAFE-T-Act.
