The officers responded to Walmart for a report of a man in the store exposing his genitalia to customers. Upon arrival, the officers learned that a man, later identified as Gray, was seen by employees walking around the store with his genitalia exposed and masturbating in the presence of female customers, according to the Joliet police news release.
Officers located Gray on the sales floor and when they tried to place him into custody, Gray resisted the officers by attempting to break away and continued to struggle with them on the floor until he was eventually handcuffed, English said.
