District 203 Board Member Accused Of Sharing Confidential Info On Social Media

NAPERVILLE, IL — District 203 Board Member Melissa Kelley Black faces her second censure in 10 months, amid accusations that she shared confidential information about contract negotiations on public social media accounts. According to the board's censure resolution, Black's posts detrimentally impacted negotiations between the board of education and Naperville Unit Education Association (NUEA).

The censure was approved by a vote of six to one. Kelley Black was the only board member to vote against the resolution to censure her.

Kelley Black was first censured in January, with board members citing months of "violative conduct" that included sharing "false and disparaging" comments about the board of education online, per board documents. The January censure came after Kelley Black underwent six self-evaluations between June 2023 and Dec. 2024 and been issued two remedial directive letters before the censure, according to the resolution.

A seventh self-evaluation took place after the censure, according to the most recent censure resolution. Per the resolution, Kelley Black "disparaged" the board and "posted confidential closed session information" on March 16, 2025.

She is further accused of sharing information about NUEA and District 203's contract negotiations on Aug. 15, 2025. District 203 asserts that this post, and subsequent social media posts in August and September, served to "undermine the District’s position in negotiations related to District

finances," the censure resolution states.

The censure resolution included screenshots of comments made by Kelley Black in August on a Facebook group called Naperville District 203 Parent Community. In the post, Kelley Black writes that she hopes the board can avoid a strike as contract negotiations continued.

Per the screenshot, Kelley Black wrote that she knew "firsthand about the gaslighting, name-calling and false accusations" from the board.

She continued, "I'm vocal because I feel the public has a right to know my position so they can respond to me and/or choose not to support me."

Another screenshot shows a personal post from Kelley Black in September in which she writes, "I find the administration's claim that the Innovative School Day was removed from the teachers' contract disingenuous if less than 5 days after the contract was signed, the administration is pushing for these very changes."

She then writes that she walked out of a "closed door meeting" conducted by the board in early September.

She wrote, "Professional adults are not entitled to be rude or throw fits when asked for accountability. These behaviors would trigger major HR issues at any other workplace. I have serious concerns when these behaviors are deemed appropriate in a board meeting."

The recent censure requires Kelley Black to "cease and desist" from actions such as those mentioned above and "any other behavior that adversely affects the district," per the resolution. If Kelly Black does not comply with the censure's directives, the board may remove her from her office.
