Developers Sought For 'Prime' Lot In Downtown St. Charles

ST. CHARLES, IL — City officials are seeking developers to submit proposals for a prime lot in the downtown district in St. Charles.

The parcel is located at the northeast corner of Illinois Street and 2nd Street/IL Route 31 and is the final piece of the successful First Street Redevelopment Project. The city is looking for a project that complements the surrounding area while bringing fresh ideas to the table — especially those that incorporate additional residential units to help balance the overall mix of the First Street Development, according to the city of St. Charles.

Original plans approved in 2006 envisioned three- to four-story buildings with ground-floor commercial and upper-level office/residential space. But the city is open to new concepts that align with the character and future of the downtown, city officials said.

“We are looking for an innovative developer who can bring a creative vision to life in a way that complements and enhances our downtown,” said City Administrator Heather McGuire. “As the final component of the highly successful First Street Development, it is important that the concept captures the personality, energy, and engaging elements that characterize the project.”

Timeline

The deadlines for proposals is Feb. 6, 2026, and developers can submit questions by Dec. 1, 2025 to: procurement@stcharlesil.gov.

Answers will be published by Dec. 9, 2025, at: stcharlesil.gov/bids-proposals. Developer selection is expected in February 2026 and construction is expected to start in summer of 2026–2027.
