Indiana Deputy Police Chief Kissed And Groped Employees, City Says

Joe Bickel, former deputy chief of the Carmel Police Department, has been suspended and recommended for dismissal, officials said.

CARMEL, IN — A high-ranking police official in suburban Indianapolis was suspended and recommended for dismissal in connection with accusations that he groped and kissed employees, and tried to use his influence to benefit a family member, authorities said.

Joe Bickel, former deputy chief of the Carmel Police Department, allegedly groped a female employee’s breast, tried to forcibly kiss another female worker, and kissed a third employee’s hand and neck at a work-related event, according to a news release from the city of Carmel. Bickel also reportedly attempted to use his position of power to convince a police employee to violate department procedure in order to help a relative, the news release said.

When allegations against Bickel came to light, he was suspended and an external investigation was conducted, which “uncovered a pattern of troubling behavior,” according to the news release.

“I am disappointed that one of the key leaders in our police department did not uphold the high standards of conduct expected of those in positions of authority,” Mayor Jim Brainard said in the news release. “All levels of our law enforcement team should reflect the excellence of our nationally recognized and accredited Police Department, especially those who were chosen to set the example for all to follow.”

While Chief Jeff Horner has recommended Bickel be dismissed, Indiana law requires he retain his position and merit rank until a decision is made by the Carmel Police Merit Board, according to the news release.
