Police Arrest Preteen, 29-Year-Old in Copper Theft
Annapolis police say both were charged with second- and fourth-degree burglary and theft over $1,000, and theft under $1,000.

An 11-year-old juvenile and 29-year-old man were both arrested after they were reportedly seen stealing copper pipes from a construction site at Annapolis Elementary School.
Annapolis police said on Friday at 8:30 p.m., the two were reported to be in a building in the 100 block of Green Street by a resident. That site is where construction is active at Annapolis Elementary.
When police arrived, they arrested Andres Rubio Garcia, 29, and an 11-year-old—both from Hyattsville. They were each charged with second- and fourth-degree burglary and theft over $1,000, and theft under $1,000.

The juvenile was released to parents. Police said Garcia is being held at the Jennifer Road Detention Center on $100,000 bond.
