Kidnapping, Homicide In Annapolis Prompts 3 Baltimore Arrests: Police

A kidnapped man was found dead in Annapolis, police said. Officers announced that they arrested three Baltimore suspects.

ANNAPOLIS, MD — Three suspects from Baltimore were arrested recently in an Annapolis kidnapping and homicide, police said.

Officers on Friday said these Baltimore residents were arrested in the killing of David Winchester Jr., 47:

  • Jamar Fincher, 36
  • Monae Fincher, 35
  • Marquis Mayo, 35

All three were charged with first-degree murder and related charges, authorities said.

The Annapolis Police Department said it was called to the 900 block of Spa Road for an unresponsive person on March 28 at 8:30 a.m.

Officers said they found a man dead in a wooded area.

Authorities on March 29 identified the victim as Winchester, a Baltimore resident.

Police think Winchester was abducted on March 28 in Baltimore.

The Maryland Office of the Chief Medical Examiner ruled Winchester's manner of death as a homicide, a Friday press release said.

Officers said the Finchers were arrested last Thursday in Baltimore.

Mayo was arrested Friday in Baltimore, authorities said.

The Finchers are being held at the Jennifer Road Detention Center without bond, police said.

Mayo is scheduled for a bond review Monday at 10:30 a.m., court records show.
