Once inside, police said the woman ate Hot Pockets from the break room.
Officers also alleged that she took the gavel from the City Council chambers.
Authorities said they arrested the woman, identified as 64-year-old Maureen Donovan of Annapolis.
Court records show that Donovan was charged with:
- Second-degree burglary - general (Felony)
- Fourth-degree burglary - store (Misdemeanor)
- Fourth-degree burglary - theft (Misdemeanor)
- Theft worth less than $100 (Misdemeanor)
The record says Judge Kemp Hammond held Donovan without bond on Feb. 27.
Donovan has been held at the Jennifer Road Detention Center since her arrest, The Capital reported.
Donovan's family told The Capital that she was having a mental health crisis, but police said she denied resources offered to her.
"Everyone recognizes this is a serious situation, but she's still in jail," sister Becky Donovan told The Capital. "I don't know if she's suffering irreparable harm."
