Child Porn Production, Distribution Charges Filed Against University Park Man

A University Park man has been charged in connection to the production and distribution of child pornography, according to prosecutors.

UNIVERSITY PARK, MD — A Prince George's County man has been indicted for multiple child exploitation offenses including the production of child porn.

According to the indictment, between approximately Oct. 26, 2012, and Oct. 28, 2024, Joel Thomas Biermann, 46, of University Park employed, used, persuaded, induced, enticed and coerced one or more victims to engage in sexually explicit conduct. Biermann also produced and possessed visual depictions of the exploitation. The indictment also alleges that Biermann distributed child sexual abuse material on March 13, 2016.

Biermann has been charged with two counts of producing child sexual abuse material, one count of distributing child sexual abuse material and one count of possessing child sexual abuse material.

If convicted, Biermann faces a mandatory minimum of 15 years and a maximum of 30 years in federal prison for the production of child sexual abuse material; a mandatory minimum of five years and a maximum of 20 years for the distribution of child sexual abuse material; and a maximum of 20 years for possession of child sexual abuse material.
