SUBJECT: Invitation to Submit Proposal for A Job Classification and Compensation Study

DUE DATE: February 18, 2022

The City of Greenbelt, Maryland invites you to submit a Firm-Fixed Price proposal for a Job Classification and Compensation Study. Currently, there are three pay scales that cover 300 full-time and part-time employees, ranging from entry level employees to senior level executives within a Council/Manager form of government. The job analysis approach currently being utilized is a point factor system. Employees are eligible for merit increases and/or cost of living adjustments (COLA) on an annual basis, subject to budgetary guidelines, until they reach the maximum of the classification’s salary range.

The desired outcome is to have the consultant conduct a comprehensive internal equity analysis (primary emphasis) and benchmark market analysis of the City’s approximately 120 job classifications. The analysis will include all classified job classifications, except for sworn officer positions below the Lieutenant level in the Police Department.

Instructions for preparation and submission of a bid are contained in the attached packet. Vendors must submit one (1) original with signatures and one (1) electronic version of the requirements section in Word (PDF) format. All decisions regarding this RFP shall be at the sole and absolute discretion of the City. Any changes to the conditions and specifications will be in the form of a written addendum.

Vendor Responses to this Request for Proposal (RFP) must be submitted by close of business Friday, February 18, 2022. Sealed Responses to this Request for Proposal should be mailed to the address listed below and postmarked on or before the due date. Hand-delivered proposal can be received at the address below. Please note the Municipal building is currently closed to the public. Please call (240) 542- 2023 in advance of delivery to the building.
