2 Metro Detroit Doctors Among 4 Charged In $7M Opioid Scheme: Feds
The four men were each charged with conspiring to illegally distribute prescription drugs.
METRO DETROIT — Four men, including two metro Detroit doctors are facing charges in connection with a $7 million opioid scheme, according to federal officials.
Shakeeb Chinoy, 55, of Bloomfield Hills, Sunil Manjila-Varghese, 53, of Ann Arbor, Rommel Harvey, 43, of Detroit and Gregory Sparks, 42, of Detroit were each charged with conspiring to illegally distribute prescription drugs.
The scheme happened between November 2023 and June 2025 when officials said Chinoy worked with Manjila-Varghese, Harvey, Sparks and others to issue thousands of opioid prescriptions for supposed "patients" who did not have a legitimate medical need for the drugs.

The scheme included prescriptions for highly addictive opioids, including Oxycodone, Percocet, Norco, Oxymorphone, and Promethazine with Codeine - totaling more than 400,000 dosage units with a $7 million street value, officials said.
Officials said the group also defrauded Medicare and Medicaid programs. Officials said the group fraudulently billed the programs for more than $1 million in unnecessary medications.

"Doctors take an oath to do no harm and to care for others. These doctors and professionals broke that oath to fill their pockets and used their respected positions of trust to push addictive opioids. They are drug dealers in white coats," said U.S. Attorney Jerome F. Gorgon, Jr.
