"Residents in Troy should be thankful for the city council majority that had the vision and the guts to make the tough decisions required here 3-1/2 years ago when property values plummeted, cutting the revenues to the city by some 20 percent. Thanks to the three-year budget and five-year forecast, Troy knew priorities had to be established and fiscally wise – though difficult – decisions had to be made.... Bottom line: We are blessed that we have leaders here that stepped up and did not spend down fund balance capriciously. And we are blessed residents stepped up to join them in that effort."
