Check out what launched Troy to the top of the list.

TROY, MI — Troy, new research shows you're one of the best small cities in Michigan.
Researchers from the financial website WalletHub set out to find the "best small city to live" in America by analyzing 1,268 small cities (with populations ranging from 25,000 to 100,000) across the country. Researchers poured over FBI statistics and U.S. Census Bureau data and rated cities on livability factors: affordability (i.e. housing prices), economic health (i.e. unemployment rate), education and health (i.e. high school graduation rate), quality of life (i.e. number of restaurants), and safety (i.e. violent crime rate).
The result? Troy's affordability factor launched it to the third best small city to live in the state and the 245th best in the country.
