Burnsville Shooter Opened Fire 'Without Warning,' Shot 100 Rounds: BCA

State investigators released new details from the deadly Burnsville shooting and confirmed the existence of body camera and squad footage.

BURNSVILLE, MN — Burnsville shooter Shannon Gooden opened fire on officers inside his home "without warning," unleashing a barrage of more than 100 rifle rounds early Sunday, according to new details released by the Minnesota Bureau of Criminal Apprehension.

BCA agents on Thursday also confirmed investigators were reviewing body and squad car camera footage of the incident.

Police responded to a home on the 12600 block of 33rd Avenue in Burnsville just before 2 a.m. for a report of a sexual assault.

When they arrived, they spoke with Gooden, who refused to leave the home but said he was unarmed and had children inside, the BCA said.

The officers entered the home and negotiated with Gooden for about 3 1/2 hours to get him to surrender peacefully. Just before 5:30 a.m., Gooden opened fire on the officers inside the home "without warning," the BCA said.

Officers Matthew Ruge, Paul Elmstrand, and Adam Medlicott were shot inside the home, according to authorities.

Medlicott and Officer Daniel Wical returned fire inside the home, striking Gooden in the leg, the BCA said. Ruge and Medlicott were shot a second time as officers moved from the home to an armored vehicle in the driveway.

Firefighter/paramedic Adam Finseth was shot trying to aid the officers, according to the BCA.

Gooden continued to fire shots out of the home at officers and the armored vehicle that had personnel inside. While Gooden shot out of an upstairs window, Officer Javier Jimenez returned fire with a sniper rifle, the BCA said.

The standoff ended when Gooden fatally shot himself in the head inside his bedroom, which authorities confirmed using a drone. The SWAT team later found his body using when they cleared the house at 10:15 a.m.

BCA crime scene personnel recovered several firearms, a large amount of ammunition, and numerous cartridge casings.

Gooden fired more than 100 rifle rounds at law enforcement and first responders during the incident, investigators said.

Elmstrand, Ruge, and Finseth were pronounced dead at Hennepin County Medical Center. Medlicott was treated and released from the hospital to recover at home on Monday.

The Burnsville Police Department asked the BCA to investigate, including what led to the 911 call, the incident itself, and the officers’ use of force.

The BCA will present its findings without a charging recommendation to the Dakota County Attorney’s Office for review.

Public Memorial Set

A joint, public memorial service has been scheduled for Elmstrand, Ruge and Finseth on Wednesday. The service will be held on Wednesday, Feb. 28 at 11 a.m. It will occur at Grace Church, 9301 Eden Prairie Road in Eden Prairie.

Additional service details will be available early next week, Burnsville city officials said.
