Man Charged After Burnsville Teen Shot While Sleeping

A 26-year-old was charged in Dakota County Wednesday after a 17-year-old was shot while sleeping in Burnsville.

BURNSVILLE, MN — A 26-year-old was charged in Dakota County Wednesday after a 17-year-old was shot while sleeping in Burnsville.

Riccardo Rashad Harvey, of, Burnsville, faces one count of dangerous weapon violation (reckless discharge of a firearm).

"Mr. Harvey’s extreme negligence could have led to more serious injury of the victim or others,” said Dakota County Attorney Kathy Keena in a statement.

"The situation certainly could have been catastrophic.”

Harvey is being held in Dakota County Jail on bail of $100,000 without conditions ($20,000 with conditions). His next court appearance is scheduled for April 16.

On the morning of March 30, officers responded to a report of a person with a gunshot wound at a multi-family residential unit in Burnsville.

At the scene, officers found a 17-year-old grazed by a bullet and a hole in the ceiling directly above the teen's bed. A bullet was later located on the floor next to the bed, police said.

Officers spoke with an occupant in a nearby apartment who said his son — Harvey — legally owned three firearms, according to the criminal complaint.

Officers found two magazines for a handgun in Harvey’s bedroom: One magazine appeared full, while the other was missing a round, police said.

Police placed a trajectory rod into the hole located in the child’s ceiling where it led into the defendant’s bedroom.

The teen received treatment for non-life-threatening injuries at a local hospital and was later released. Keena thanked the Burnsville Police Department for their investigation.
