1. A Minneapolis man was charged Wednesday in connection with a downtown carjacking. Desmond D. Graham faces kidnapping, robbery, assault and fraud charges for stealing a car on March 10, attacking the victim and forcing him to make ATM withdrawals. (Paid source: Star Tribune)
2. The city received $271 million from the federal American Rescue Plan last year, Patch reports. Officials are expected to use $119 million for revenue replacement, with housing, public safety and public health among their additional priorities. (Patch)

3. Some Twin Cities cellphone users experienced an emergency-call outage overnight Wednesday. T-Mobile, Sprint and Boost Mobile users were unable to reach certain 911 dispatch centers for 90 minutes, CBS reports. (CBS)
