Las Vegas City Council will meet on Wednesday, Feb. 16, following the Redevelopment Agency meeting at 8:30 a.m.. Below are some agenda items that may be of interest. Get the agenda. Watch live at kclv.tv/live.

Agenda Item 10 – Badlands: City Council will vote on funding for legal representation to represent the city in the Eighth Judicial District Court, concerning the denial of several land use applications for the development of a portion of the former Badlands Golf Course.

Agenda Item 13 – International Innovation Center @ Vegas 2: City Council will vote on a lease agreement with Dragone Creations USA, LLC, for office space at International Innovation Center @ Vegas 2 located at The Herbert, 801 S. Main St., from March 1, 2022 through Feb. 28, 2024.

Agenda Item 32 – Strong Start Academy Elementary Schools, Inc.: City Council will vote on a Resolution authorizing up to one million dollars for CLV Strong Start Academy Elementary Schools, Inc., a proposed Nevada non-profit corporation to be established for educational purposes, specifically including the development, management, operation, direction and promotion of a charter elementary school located in the city of Las Vegas. The school was recently granted a charter by the Nevada State Public Charter School Authority for the operation of the charter elementary school. For the use and benefit of the non-profit and its charter elementary school, this Resolution authorizes the grant of up to $1 million. In addition, this Resolution conditions any release of the grant funds upon the non-profit submitting all necessary documents and fees for incorporation with the Nevada Secretary of State.

Agenda Item 33 – Mayfair Place Park: City Council will vote on a Resolution designating Mayfair Place Park, 417 S. 15th St., and Stupak Park, 300 W. Boston Ave., as children's parks. Pursuant to LVMC 13.36.150, the city may establish children's parks, which are parks intended primarily for the use of children 12 years of age or younger.

Agenda Item 36 – Interim Municipal Court Judge: City Council will discuss and vote on the appointment of an Interim (Caretaker) Municipal Court Judge, Department 6, from the following nominees: David J. Rickert, Jessica M. Goodey and Shannon Nordstrom.

Agenda Item 37 – American Rescue Plan Act of 2021 Funding Allocations: City Council will discuss and vote on the allocation of funds, totaling up to $121,070,000, under the American Rescue Plan Act of 2021 to recommended beneficiaries, subrecipients and programs. The city proposed a funding-use strategy that focused on areas of nonprofits providing services to the Las Vegas community, affordable housing, business assistance and continued pandemic response to create pathways to recovery from the public health emergency. Allocated funds will be used for various projects and programs in accordance with the U.S. Department of Treasury's Final Rule for ARPA Fiscal Recovery Fund. ARPA awards are contingent upon successful execution of individual contracts.

Agenda Item 40 – Board of Directors of CLV Strong Start Academy Elementary Schools, Inc.: Pursuant to the bylaws of CLV Strong Start Academy Elementary Schools, Inc., a Nevada Nonprofit Corporation, the Nonprofit’s Board of Directors shall consist of seven individuals who meet the requirements set forth in NRS Chapter 388A for a charter school governing board, are recommended by specific elected officials and executives from the city of Las Vegas, and are appointed by a majority vote of the Las Vegas City Council. While a Director’s term is two years, the bylaws allow for the staggering of terms for the initial board appointed by the City Council. Thus, three of the original seven seats will be appointed to an initial one-year term, and all subsequent appointments to the same three seats will be for a term of two years. On June 16, 2021 the Las Vegas City Council appointed seven individuals to the nonprofit’s Board of Directors. Since that time, two of those individuals have stated they can no longer serve as a Director once the entity is formed. Pursuant to the Nonprofit’s bylaws, the Las Vegas City Council, by affirmative vote, has the power to fill such vacancies. The two individuals named above have been recommended for appointment to fill these vacancies: Jaime Gonzales to replace Dr. Greta Peay, and Lorna James Cervantes to replace Dr. Beverly Mathis.

Agenda Item 42 – Alcohol Beverage License Categories: This bill will be introduced at this meeting. There is no public comment and no action will be taken. If and when adopted, this bill will amend LVMC Chapter 6.50 and other chapters of LVMC Title 6 to consolidate a number of alcoholic beverage license categories and adjust the licensing treatment of the new and remaining categories. In addition, the bill will amend various provisions of LVMC Titles 10, 11, 12 and 19 to make corresponding changes to other alcohol-related provisions, including land use regulations. Finally, the bill will provide for the continuance, discontinuance or transition of existing licenses and land use approvals. In large part the bill is based on the work of a consultant, taking into account city objectives and input from community stakeholders.

Agenda Item 54 – Blood Plasma Donor Center: City Council will discuss and vote on a General Plan Amendment, Rezoning and Special Use Permit request for a proposed Blood Plasma Donor Center use within an existing shopping center at southwest corner of West Lake Mead Boulevard and North Tenaya Way.

Agenda Item 61 – 2021 Community Survey Results: ETC Institute has conducted the City of Las Vegas' annual citizen survey since 2013. This has enabled the City to measure improvements over time as well as benchmarking performance against the large cities in the United States. The survey identifies which aspects of the community provide the greatest leverage on citizens' overall satisfaction and how satisfaction, in turn, impacts the community's image and citizen behaviors such as volunteering, remaining in the community, recommending the city to others and encouraging startup businesses in the community. The survey also focuses on respondents' satisfaction with city services and which services should be given the highest priorities.
