Agenda Item 11 – 2022 Primary Municipal Election Vote Centers: City Council will vote on a report of primary early vote and primary election day vote center locations for the 2022 municipal elections. he City Clerk is required to inform the City Council of the sites selected as permanent and temporary polling places for early voting by personal appearance. With the change to our election cycles in the 2019 session, the city elections are now held during the even years along with county, state and federal seats. This allows for many more opportunities for City residents to vote in person as they can now vote at any early vote site or election day vote center in Clark County. This item, which serves as the required report, pertains only to the primary election sites and the report for the general election locations will be brought before the Council when made available by the Clark County Registrar of Voters.

Agenda Item 12 – Community Advocacy, Resources and Engagement (CARE) Teams: City Council will vote on an agreement with Las Vegas Metropolitan Police Department for $240,000 for the Community Advocacy, Resources and Engagement (CARE) Teams to support a co-responder model to best assist our citizens experiencing behavioral or mental health crisis. The purpose of this pilot partnership is to identify and assist individuals experiencing homelessness, chemical dependency (substance misuse), psychiatric disorders (mental health), trauma, incarceration related to non-violent offenses, and other non-criminal crisis issues. The city will develop systematic case management plans and implement intervention strategies to meet the needs of the individual; provide on-going support; connect clients to resources to improve their quality of life; monitor and evaluate client progress, conduct assessments, document case notes; assist with discharge planning in coordination with Las Vegas Metropolitan Police Department (LVMPD). LVMPD strives to establish non-traditional policing tactics to identify solutions for significant social disorders that cannot be solved through enforcement, arrest, incarceration, and prosecutions alone. The city supports this effort to address this growing population of persons experiencing mental health issues.

Behavioral health services in Southern Nevada are fragmented and misaligned, which creates many barriers for both our residents and city staff. It is difficult for people to navigate various systems and programs to get all the resources they need for their mental and physical health. Agencies and programs cannot share and leverage data and resources to understand where services are being duplicated or where there are gaps. It is difficult to coordinate service delivery across agencies so that the service experience is higher quality, creating better outcomes for our residents and return-on investment for our public dollars. This framework ensures that the appropriate stakeholders are engaged across multiple systems.

Agenda Item 14 –Centennial Hills Bike Park: City Council will vote on a contract for the design of an additional BMX Bike Park at Centennial Hills Park with Kimley Horn and Associates, Inc. The initial concept contains a shaded seating area, tot cycle section, flow section, jump trail, pump track, mountain bike trail loop and a skills area. Kimley Horn and Associates, Inc. have a local office in Las Vegas, Nevada.

Agenda Item 15 – New Park at Durango between Vegas Drive and Washington Boulevard: City Council will vote on a contract for master planning of a new park.

Agenda Item 16 – Reconnaissance Level Survey 1950s and 1960s Charleston Heights Neighborhood: City Council will vote on a contract for a reconnaissance level survey of the 1950s and 1960s Charleston Heights Neighborhood. The work will include research and field work to create a historic context and architectural inventory of the neighborhood. This project is funded through the Centennial Commission with assistance of the Nevada State Historic Preservation Office, through a Department of the Interior grant.

Agenda Item 17 – Community-Based & Physical Security Services: City Council will vote on a contract modification for city-wide security services at fixed locations and as-needed services at various other locations. This increases the annual not-to-exceed contract amount by $700,000, for service expansion at the Courtyard and for an annual increase. Allied Universal Security Services is a global company with a local office Las Vegas, Nevada.

Agenda Item 26 – The Pepper Club: City Council will vote on a  temporary tavern-limited license with the authority of the director or designee to issue a permanent license upon receipt of a favorable investigative report for The Pepper Club. The restaurant is located in the brand new English Hotel.

Agenda Item 35 – The Owl Lounge: City Council will discuss and vote on a Beer Wine Room License for The Owl Lounge at 3101 W. Sahara Ave.

Agenda Item 36 – Desert Pines Golf Course: City Council will discuss and vote on a resolution for a visioning plan for the future of Desert Pines Golf Course,3415 E. Bonanza Road. City Council may sell, lease, convey and dispose of city property generally for the benefit of the city. As part of the 2050 Master Plan, adopted by City Council on July 21, 2021 (Ordinance 6788), the East Las Vegas area identifies potential opportunities and implementation activities, including possible redevelopment of the Desert Pines Golf Course for the purposes of infill and redevelopment, providing a diverse mix of affordable housing types, neighborhood serving mixed-use development, complete street improvements, increasing tree canopy, development of parks and open space and economic development. At the February 16, 2022 City Council meeting, City Council approved a contract with SmithGroup, LLC to develop the East Las Vegas special area plan, inclusive of a vision plan for the property, to carry out implementation of the Master Plan. This resolution adopts the vision plan for Desert Pines and directs staff to take necessary actions as may be directed.

Agenda Item 42 – Work Cards: This is a new bill and will only be read aloud; there will be no public comment on this items and no action will be taken. If adopted at a later meeting, this bill will amend LVMC 6.86.150, relating to work cards, to authorize the Director of Planning to overturn the denial of a work card based on the applicant’s criminal history if the applicant submits a qualifying statement/affidavit of employer support. The bill also will make minor technical adjustments to be consistent with state law and the city’s past and current practice regarding work card appeals.

Agenda Item 60 – Mixed-Use Development at Gass and First: City Council will discuss and vote on Extensions of Time for approved entitlements related to a proposed 50-story mixed-use development at the southeast corner of Gass Avenue and First Street. These are the ninth Extension of Time requests for the applicable related approvals for the proposed project.

Agenda Item 61 – Mixed-Use Development at Hoover and First: City Council will discuss and vote on Extensions of Time for approved entitlements related to a proposed 14-story mixed-use development at the northeast corner of Hoover Avenue and First Street. These are the ninth Extension of Time requests for the applicable related approvals for the proposed project.

Agenda Items 63 to 65 – Reports: The following reports will be made to City Council:

  • Report by Cole Mortensen, Deputy Director, Nevada Department of Transportation (NDOT), regarding the Nevada Sustainable Transportation Funding Study and Advisory Working Group related to identifying sustainable funding options for Nevada's transportation system.
  • Report by John Entsminger, General Manager of the Southern Nevada Water Authority, concerning an update on water conservation efforts within the city and across the region. Drought conditions across the American West have resulted in reduced elevations of Colorado River water in Lake Mead, Southern Nevada’s primary source of municipal water supplies. This report presents current conditions, projected outcomes, and actions outlined in the Water Resource Plan. The actions discussed in this report are needed to meet the water conservation objectives pursuant to the City’s Master Plan and Southern Nevada Water Authority’s broader strategies of conserving water and extending water supplies as Las Vegas continues to grow and develop.
  • Report by Seth T. Floyd, Director of Community Development, regarding the inspection program for certain non-transient lodging properties, also known as the Hotel/Motel Rental Inspection Program (HMRIP).
