Manchester Police Find Two Children Surrounded With Needles
Police: Raymond Punturier of Manchester was incoherent and police breached the door; 2 children were located in the West Street apartment.

MANCHESTER, NH — Manchester police responded to 141 West St. on Feb. 10 for a report of a child requiring medical attention.
When police arrived, no one answered the door, but officers could hear a child inside. Officers were concerned for the safety of the child, police breached the door.
Inside, officers located a man sitting on a bed with two young children. It was determined that the man, identified as Raymond Punturier, 33, had made the call. However, he was talking incoherently and was unable to give police any information, according to police.

In the bedroom where the children were found, officers saw more than 100 needles, many of which were uncapped, according to a report. The needles were scattered on the nightstand and floor and a few were even on the bed where the children were laying, police said. Officers also reported finding other drug paraphernalia in the room, according to a report.
The children were removed from the apartment and taken to a local hospital.

Police are also investigating a domestic incident involving a woman earlier in the night at the address, according to Heather Hamel, a police department spokesperson.
Punturieri was arrested on two felony counts of reckless conduct with a deadly weapon, two felony counts of endangering the welfare of a child, simple assault-domestic, criminal threatening-domestic, and resisting arrest. He also had an outstanding warrant from another agency.
Punturieri is being held without bail.
