Legislative Updates for July, 2025

Greetings!

The filing period for House legislation in 2026 is September 15-19, 2025. If you have an idea, please contact your State Representatives before then.

Governor Ayotte signed the 2026-2027 state budget into law on June 27, 2025. This enactment of the budget came after hours-long Committee of Conference meetings and last-minute negotiations. Here is a summary of some late additions included in the final version of HB 2:

  • Annual car inspection statues RSA 266:1-8 are repealed;
  • Prescription Drug Affordability Board RSA 126-BB is repealed;
  • Group II pension system receives $120 million;
  • Work requirements included as a condition of Granite Advantage (Medicaid) eligibility;
  • Video lottery terminals (VLT) can be unlimited with proceeds divided among the state’s general fund, Governor’s Commission on Addiction Treatment & Prevention, and charities;
  • Restoring the New Hampshire Council on the Arts funded by a new Granite Patron of the Arts Tax Credit;
  • Restoring the Office of Child Advocate;
  • Providing additional oversight to the Commission on Human Rights;
  • Establishes an Advisory Council on the System of Care of Health Aging.

The budget goes into effect July 1, 2025 and runs through June 30, 2027. The total amount is approx. $15.9 billion dollars. Here is the final version of HB 1.
