Greetings!
The first year of the 2025-2026 legislative session is winding down. Committees are meeting to give final recommendations on retained bills. Veto Day is scheduled for December 17, 2025. House sessions will start again in January, 2026.
In the second year of a legislative session (i.e., non-budgetary year), I am frequently asked by constituents “where does the money come from?” In other words, people are interested to know where the state gets the money for upcoming bills since everything was accounted for in the recently passed $15.9 billion state budget in the previous year. The answer: In a non-budgetary year, the money comes from the following sources:

- surplus monies
- existing revenue streams
- newly created revenue streams
- grants
- re-appropriation of existing budgetary monies/lines
- “Rainy Day Fund” (Revenue Stabilization Reserve Account: RSA 9:13-e
Legislative Service Requests
The House and Senate filing periods are closed for next year’s bills. The list of Legislative Service Requests (“LSRs”) is online now. Each LSR is listed by “title only,” no text or bill numbers are available yet. There are 1,000++ proposed bills for next year. Here are just a few titles:

- LSR #2026-3222 – Relative to the statewide education property tax.
- LSR #2026-2323 – Prohibiting games in which the object is to capture a pig.
- LSR #2026-2007 – Requiring all schools to start the school year after Labor Day.
- LSR #2026-3242 – Allowing the department of education to withhold school funds if special education services are not being provided in compliance with state law.
- LSR #2026-3012 – Legalizing certain quantities of cannabis.
- LSR #2026-3115 – Reinstituting the death penalty in cases of capital murder.
- LSR #2026-2419 – Reinstating the death penalty for murder offenses.
- LSR #2026-2362 – Relative to reinstating the death penalty for certain offenses against minors under 13 years of age.
- LSR #2026-3199 – Designating the apple cider donut the official donut of the state of New Hampshire.
- LSR#2026-3225 – Requiring municipalities to give notice to property owners when the assessed value of their property changes.
