Guide saw the car, a 2012 Chevrolet with tinted windows, on Route 70 near Elm Street and pulled it over shortly before 6 p.m., Schroeck said.

Guide's investigation led to a search of the car that turned up 11 hypodermic needles, 1 sublingual strip of suboxone and a crack pipe, he said. Hoover had 6 wax folds of heroin, 9 empty wax folds of heroin and four more hypodermic needles. Person had a single fold of heroin, Schroeck said, while Pearson had a single fold of heroin.
