NJ Sending New School Aid Notices After 'Wrong' Tax Data Used

NEW JERSEY – State officials say they'll be releasing new school aid notices after a leading educational advocacy group said New Jersey made an "error" and used the wrong tax data (see state aid figures below).

When the state released its town-by-town state aid figures last week, Education Commissioner Lamont O. Repollet said 2018 tax rate data was used because it was the most recent available calendar year.

"In order to meet our legal obligation to provide school districts with proposed state aid notices within two days of the governor’s budget message, we utilized 2018 tax rate data," Repollet said.

In the coming days, the Department of Education will provide all school districts with updated state aid notices based on 2019 tax data, which was released on Wednesday.

Right now, the only district that’s projected state aid notice will be impacted will be the Pemberton Township School District in Burlington County, state officials said.

Utilizing the 2019 tax data, Pemberton’s projected state aid for 2020-21 will total $75,493,632, an increase of $2,028,552 compared to the Feb. 27 state aid notice.

The updated aid notices will help school boards judge whether to raise property taxes this year, David Sciarra, executive director of the Education Law Center told The Asbury Park Press. Districts whose taxes exceed the state average tax rate are exempt from funding cuts in some circumstances, he told The Press, so some districts might want to raise taxes to that level to fend off cuts.

Sciarra called on the state earlier this week to make changes when his group saw that the wrong year had been used. Sciarra, however, told Patch that his group is "pleased that the commissioner promptly addressed this issue."

"It is imperative that all districts have the correct information so they know where they stand going into this year’s budget process and beyond,” he said.

The Murphy administration released the proposed state aid numbers last week for every school district in the 2020-21 school year. Indeed, 193 school districts would have a decrease under his school funding plan, and they may need tax increases to make up the differences.

Overall, state aid would increase 3.8 over the 2019-20 school year under a plan that requires approval from the state Legislature. That number would be larger than the 2.43 percent increase Murphy proposed last year.

Murphy, whose administration has taken heat for state aid cuts to hundreds of schools, also proposed a one-time $50 million burst in aid to stabilize school finances without cutting vital student programs.

Lawmakers have sought other methods — such as raising property taxes and consolidating school districts — to bring in more revenue to New Jersey and help fund school districts that experienced sharp cuts in state funding.

"School taxes make up more than half of the average property tax bill in New Jersey, so there is urgency in our action," he said. "And, as we make up for the years of aid cuts and flat funding that preceded us, taxes in more than 250 school districts are stabilizing. And, as we continue to reinvest, that number will grow."

State aid weighs heavily in many district's decisions on raising local property taxes. Many often say that aid cuts or flat spending from year-to-year gives them cause to raise what are already the highest property taxes in the nation.

Some districts saw double-digit increases, including Woodbridge (28.78 percent) and North Caldwell (19.88 percent). The biggest losers happened to be in areas where Murphy may not be so popular, such Ocean and Monmouth counties.

Two of those communities have said they'll be forced to close schools, cut programs and lay off teachers because of state aid cuts. Under Murphy's new plan, Brick would have a cut of more than 13 percent, while Toms River would lose more than 8 percent.

Republican Sen. Christopher Connors, Assemblyman Brian Rumpf and Assemblywoman DiAnne Gove, whose districts cover Ocean County, said Murphy's budget is “oblivious to the fact that taxpayers are already at their breaking point." The budget, they say, also sidesteps "the needs and priorities of our constituents, namely tax relief and fairness in school funding."

“The proposed increase in school funding is a blatant attempt to paper over the severe and unconscionable cuts in state school aid that continue to take a punishing toll on too many local school districts," the lawmakers said. "Reality may finally be setting in for the administration, at least to a degree, which is now witnessing the true extent of the hardships created by drastic state aid cuts.

"School districts on the losing end of the funding formula must continue to cut positions and programs as class sizes increase to the detriment of students, parents and educational professionals affected."

Murphy visited Bound Brook High School last week to announce the state school aid funding for his Fiscal Year 2021 budget proposal, saying it provides $16.3 billion to support New Jersey schools

A additional $336.5 million in K-12 aid and $83 million for preschool in the governor’s budget plan marks an increase of over a billion dollars in state aid for schools since the beginning of the administration, he said.

In his recent budget remarks, Murphy said the investments in school funding continue to tackle the root-cause of New Jersey’s high property taxes.

“The budget proposal unveiled on Tuesday furthers my administration’s commitment to level the playing field across New Jersey’s public education system, ensuring that all students have access to a high quality, world-class education,” said Murphy. “Every dollar spent to maintain our position as the national leader in education makes New Jersey more affordable for communities, like Bound Brook, who deserve much-needed property tax relief.”

The governor is proposing an increase of nearly $83 million for preschool funding, for a total of $889.2 million in the FY2021 budget proposal. The increase consists of $58 million for existing programs and $25 million for the expansion of new preschool programs. The new preschool funding is in addition to and separate from the nearly $337 million in additional K-12 school aid, or “formula aid.”

The FY2021 budget proposal also continues the seven-year phase-in to full funding of the school funding formula. That law, S2, was designed to address inequities that resulted from the multiple years of overfunding some districts while "failing to adequately meet the needs of other growing districts," officials said.
