According to the affidavit, Wall Township police went to the Glen Oak apartment complex on May 23 after a 911 call at 9:22 a.m. where a man said he had just killed "his girl," and said he was near Aspen Circle.
"I'm going to be compliant," the man, later identified as Williams, said. "Just come get me."

As Wall police were responding they received another 911 call, this time from a woman who reported seeing a man attacking a woman while yelling, "you cheated on me, you cheated on me you ---, you cheated on me," according to the affidavit.
The witness, who heard the commotion from her apartment, told police she thought the man was hitting the victim with a baseball bat. The witness got her boyfriend, who went out to check on the victim and found her leaning against a vehicle muttering something. He ran to the management office to get help while the witness called 911, according to the affidavit.
The witness told police she saw a man she described as a Black male, about 6 feet tall with short hair, run toward the apartment building, but was not sure if he went inside. The witness's boyfriend said he had seen the man by a bench.
Police found the victim sitting on the ground groaning and leaning against a black Honda Accord. She had multiple injuries, including several gashes on her face and her left arm was nearly severed above the wrist, according to the affidavit.
Authorities also found, a machete, the victim's cell phone and a black Nike backpack with blood on it, the affidavit said.
The woman also was near a black 2019 Kia Optima, which authorities determined was her car, the affidavit said. The victim's 3-year-old daughter was inside, authorities said.
While EMS members were helping the victim, Wall Sgt. Ed Lister found a man who fit the witness's description sitting on a bench, and asked if he had just gotten into a fight with his girlfriend.
The man told Lister he had "caught her cheating on me," according to the affidavit. He claimed the woman had two phones and repeated that he caught her cheating. At that point the man, identified as Williams, was arrested, the affidavit said.
The property manager in charge of maintenance at the apartment complex turned over a red Apple iPhone in a black Otter box to police and said he had found the phone next to apartment building 3405, the affidavit said. The property manager also said he reviewed surveillance footage and told police he saw Williams removing items from his pockets and throwing them on the ground as he was walking near the bench.
Williams told police he had been in a relationship with the victim for seven months and said he suspected the victim had been cheating on him for a long time. Williams did not admit to specifically stabbing the victim, but did admit making the 911 call earlier in the day and repeated his belief that she was cheating on him, the affidavit said.
The affidavit said police had been called to the victim's home on Feb. 24, where the victim said Williams had wrecked her home, stolen her phone and stopped her from leaving the residence or calling 911 during the dispute. Police said they saw obvious signs of damage throughout the home and scratches on the victim’s arms and hands.
Williams was charged with simple assault, criminal mischief, criminal restraint, theft and harassment in that incident, the affidavit said.
