An off-duty NYC employee was arrested Tuesday on multiple charges, including DWI, within the 76th precinct. Billy Rivera, an off-duty FDNY EMT, was arrested at 11:24 p.m. and charged with DWI, DWAI, driving without a license and refusal to take a breath test.Police did not list the exact location of the arrest.
