Police Blotter: Two Drug Possessions and Criminal Tampering

A summary of the happenings of the Harrison Police Department from May 22 - 28.

Criminal Tampering

On May 22, at about 3:27 p.m., Harrison Police responded to a complaint of criminal tampering from a resident on Parsons Street. When arriving at the scene police spoke with a man who claimed that he observed a car pulling away from his vehicle. When examining his vehicle the man said he found a broken egg on the drivers side front door.

The man said that he intends to pursue charges against the offending party. The police investigation is pending.

Town Ordinance Violation - Peddling/Soliciting

On May 24, at about 8:50 p.m., Harrison Police responded to Magnolia Drive after complaints of solicitors in the area. When arriving at the area police spoke with two people who said they worked for Urban Development Solutions and were going house-to-house trying to sell books and magazines.

The two said that they did not have a permit and did not know if their company had one. Both parties were placed under arrest and transported to police headquarters where both were released on $100 bail.

Unlicensed Contractor

On May 25, at about 11:16 a.m., Harrison Police responded to a complaint of a contractor doing work on a home on Coventry Court in Purchase without a Westchester County license. 

The responding officer arrived at the scene and placed 44-year-old Brian Volpe under arrest for being in violation of the Westchester County consumer protection law. Volpe was issued an appearance ticket and is due on court on June 22.

Marijuana Possession

On May 25, at about 10:20 p.m., Harrison Police stopped a vehicle that was traveling at a high rate of speed on Mamaroneck Avenue. Police stopped the vehicle and while approaching it, smelled a strong odor of marijuana. The responding officer asked the driver and two passengers to step out of the vehicle.

At that time police found a clear bag containing what police believe to be marijuana in the passenger's seat. One of the passengers, identified as 19-year-old Arian Pali, told police that the bag belonged to him.

Pali was placed under arrest and released at the scene with a return court date June 8. The two others in the vehicle were not charged.

Driving With a Suspended License

On May 26, at about 11:55 a.m., Harrison Police stopped a vehicle after seeing a driver driving on Westchester Avenue while using a cell phone. The driver, identified as 23-year-old Fabio Marcelo Vizhco, told police that he did not have identification on his person.

A computer check of Vizhco's name and birthday revealed that his New York State drivers license had been suspended. He was issued a summons with a return court date of June 15.

Marijuana Possession, Exposure

On May 28, at about 7:30 p.m., police responded to a report of a man urinating in public on Halstead Avenue. When police arrived at the scene they saw a man fitting the description of the report near the train platform. When police questioned the man, identified as 36-year-old Andwele Williams, he apologized for urinating on the street.

Police report that Williams appeared to be intoxicated. Witnesses at the scene later confirmed that Williams was in fact the man who had been urinating on the street. Williams was at that time placed under arrest for exposure. 

At police headquarters a prisoner search yielded a small bag containing marijuana in Williams' left sock. At that time he was also charged with unlawful possession of marijuana.

After being processed, Williams was released with a return court date on June 8.

Driving With a Suspended License

On May 28, at about about 9:05 p.m., police stopped a vehicle on Mamaroneck Avenue for having an object in the windshield obstructing the driver's view. Police asked the driver, identified as 33-year-old Fidelio Vaquero, for his license and registration.

A DMV check of Vaquero revealed that his driving rights in New York State had been suspended.
