The Eagle Scout is the highest rank attainable in the Boy Scouting program of the Boy Scouts of America (BSA). To achieve the rank, scouts must earn 21 merit badges and plan, develop, and give leadership to a service project for any religious organization or any school or community, according to the Boy Scouts of America website.
