HV Man Faces Multiple Felonies After Being Accused Of Rape: Police

State police said they received a hotline report about a man having sex with a child under 17 years old.

MONROE, NY — An Orange County man was arrested after being accused of raping a child under the age of 17.

The New York State Police Child Abuse Unit said Eliceo Quintero Francisco, 21, of Monroe, was charged Friday with:

  • Two counts of third-degree rape, felonies
  • Endangering the welfare of a child, a misdemeanor
  • Possessing a sexual performance by a child, a felony
  • Use of a child less than 17 years old in a sexual performance, a felony
  • Promoting a sexual performance by a child less than 17 years of age, a felony

State police said they received a hotline report regarding an adult man engaging in sexual conduct with a child under the age of 17.

Francisco was arraigned at the Orange County Centralized Arraignment held at the Orange County Jail.

He was sent to the jail in lieu of $2,000 bail; $2,000 credit card; $4,000 secured appearance bond or $6,000 partially secured appearance bond with a 10 percent deposit.

Francisco is scheduled to appear in the Town of Monroe Court Monday.
