Electric Bikes

As I write this story I am still shaken by the fact this morning I almost had an accident with a young boy on an electric bike. He blew past a stop sign traveling at least 30 miles per hour. No helmet. Lets get something straight. These "bikes" are not bikes. They should be classified as motorcycles. With all the regulations and registrations that are required by motorcycles. This child certainly did not buy this bike. It was undoubtedly purchased by his parents. People should be required to take a test, both written and on the bike. Insurance should be required also. I am curious about how many accidents actually involve electric bikes.
