Brownfield Cleanup On Midland Avenue: Comment Till April 15
The site of a former strip mall near the Rye-Port Chester border is to be redeveloped.

PORT CHESTER, NY — Plans for redeveloping a 6-acre parcel on Midland Avenue will move along once steps are approved for finishing the clean-up of environmental contamination at the site, classified as a brownfield.
The public is invited to comment on the proposed remedy, which is being reviewed by the
New York State departments of Environmental Conservation and Health.
130 Midland Ave. was most recently a one-story commercial strip mall and a parking lot. The mall has been demolished. Historic site uses include a power plant, a railroad car barn, coal storage, a paint shop, bus storage and repair, nut and bolt manufacturing, dry cleaning, restaurants, and a grocery store, according to the DEC.

The anticipated use for the site is commercial use with new buildings proposed as part of the redevelopment.
The proposed remedy consists of:

- Excavation and off-site disposal of contaminated soil 4 feet below surface grade below a former commercial building have been addressed as an IRM;
- Placement of a cover system, including a demarcation layer over areas without hardscape (buildings, asphalt or concrete) to address contamination remaining above commercial-use soil cleanup objectives;
- Importing clean material that meets the established soil cleanup objectives for use as backfill and cover;
- Implementing a Health and Safety Plan and Community Air Monitoring Plan during all ground intrusive activities;
- Installation of a sub-slab depressurization system on the redeveloped commercial building
- Implementing a groundwater monitoring plan;
- Recording of an Environmental Easement and Site Management Plan to ensure proper use of the site.
