BROOKLYN, NY — More than 20 dogs living in "terrible" conditions in a Brooklyn apartment were rescued on Thursday as police arrested two men involved in the neglect, according to police and the rescue organization.

The 21 dogs, including puppies, were found crammed in an East 94th Street second-floor apartment Thursday morning, many stuck inside small cages and covered in feces and urine, according to police and the American Society for the Prevention of Cruelty to Animals.

Police told the New York Post that dog "excrement" had leaked through the ceiling into a child's bedroom in an apartment below.

“Upon arrival on scene, it was clear these animals were living in terrible conditions and needed to be immediately rescued and brought to safety.” said Howard Lawrence, vice president of ASPCA Humane Law Enforcement. “We’re grateful to the NYPD for continuing to prioritize animal welfare in NYC and are proud to play a role in providing these dogs with the care they so badly need and deserve.”

Ravon Service, 26, was charged with neglect of an impounded animal, torturing, injuring or not feeding an animal and criminal mischief, police said. Tafaniel Michaud, 27, was charged with criminal mischief.

The situation escalated even further when Service returned to his apartment later that night and, along with three others, was found assaulting two of his neighbors, according to police.

Cops returned to the apartment just before 10 p.m. to find that Service, a 47-year-old woman and two teenage boys had attacked a 40-year-old woman and 48-year-old man who lived in the building.

The man and woman were sent to Kings County Hospital with bruising, swelling and lacerations to their head, police said.

Service, the 47-year-old woman, who also lived on the second floor of the building, and the two teenagers were charged with gang assault, assault, criminal mischief, menacing and harassment, police said.

The dogs have been taken into the ASPCA's care, where veterinary and behavior experts will examine them and provide them with "much-needed medical care and behavioral treatment and enrichment," according to the organization.
