FBI Offers $15,000 Reward For Helping Solve Kelley Smith Murder

PORTLAND, OR — It had been a long day for Kelley Marie Smith and her husband Raymond.

It was just around 7 p.m. last December 17 and Kelley Marie was on her way to make one last delivery of the day. The pandemic had been hard on both of them. Ray had lost his job and there didn't seem to be anyone hiring.

Kelley was driving for Uber Eats. Without a job of his own to go, Ray was riding along, keeping his wife company. They'd been married 24 years and looked out for each other.

The Uber Eats job wasn't a lot of money but it was enough at the time. the holidays were upon them, there were bills to be paid. On this day, it was just one more delivery and they could go home and get some rest.

They were driving by Dawson Park in North Portland when Ray heard a shot. then another. Then it seemed like the gunfire was coming from everywhere.

He looked over at Kelley. She'd been shot and soon died.

Officials believe that Kelley had driven right down the middle of two groups shooting at each other.

"Mrs. Smith wasn't anyone's target, and she didn't deserve to die that night," the Special Agent in charge of the FBI's Oregon Office, Kieran Ramsay, said on Monday. "We just passed the one-year anniversary of her killing. Her family doesn’t deserve to live with the daily trauma of knowing that the shooters are still on the streets.

"Now is the time to be brave and step forward with information."

Ramsay says that someone knows who killed Kelley. They believe that there were several people there and someone knows something.

The FBI is offering up to $15,000 for information leading to the arrest and conviction of who shot Smith.

The FBI says that if anyone has information, witnessed any part of what happened, or has video of anything that happened prior to, during, or after these shootings, they are asked to contact PPB by emailing crimetips@portlandoregon.gov or contacting the FBI at 1 (800) CALL-FBI or at tips.fbi.gov.
