Parkrose Parking Lot Homicide Victim Named By Portland Police

Portland Police say that Rey "Kevin" Arras-Rios was shot and killed on Sunday morning.

PORTLAND, OR — Rey "Kevin" Arras-Rios was shot and killed in a parking lot in the Parks neighborhood early Sunday morning. Portland police released his name Thursday morning.

Arras-Rios lived in Portland. He was 28-years-old.

Police said that around 5 a.m. on Sunday, officers had been called to the parking lot of an apartment complex on Northeast 103rd Avenue between Sandy Boulevard and Wygant Street.

Having been told that there had been a shooting, they approached the situation carefully. They saw a man – now known to be Arras-Rios – on the ground and focused on getting him to safety.

While they were able to get him to paramedics who brought hm to the hospital, he died there.

Police determined that the shooter had stayed at the scene.

No information has been released on the identity of the shooting or what led to the shooting.
