Art Haywood is co-sponsoring a statewide “Phone-Free Schools” bill, and Abington School District has already begun restricting student cellphone use this year. The proposal would require Pennsylvania K–12 schools to adopt bell-to-bell cellphone bans, with exceptions for medical needs, special education plans, language translation, and limited teacher-approved instructional use.
