Alleged Robbery and Police Misconduct in Whitpain Township Raises Questions About Accountability and Bias

Blue Bell, PA – A burglary at the home of Dr. Scott Testa and his partner Hulda in Whitpain Township has sparked concerns about police conduct and possible racial bias. The incident, which occurred on September 19, 2024, caused $9,000 in damages and resulted in the theft of $20,000 worth of property, including irreplaceable jewelry belonging to Testa's late wife. Despite clear evidence and ongoing legal proceedings, questions remain about the case being handled by the Whitpain Township Police Department.
The Incident and Investigation

Two individuals, Jeffrey Cassera and Brent Bowers, were allegedly involved in the burglary. Surveillance footage reportedly shows the suspects entering and leaving the Testa residence—additionally, text messages and phone calls before the break-in document threats from the suspects.
Shockingly, only one suspect has been charged with two summary offenses, while the other remains unchanged. The Montgomery County District Attorney's Office's efforts to review the charging decisions have raised concerns about the Whitpain Township Police's conduct. Dr. Testa reports repeated denials of department updates, further eroding his trust in the system.

The hearing for the case (case numbers MJ-38121-NT-0000278-2024 and MJ-38121-NT-0000252-2024) was initially scheduled for December 18, 2024. However, due to safety concerns, Dr. Testa requested a continuance and Zoom access. The presiding judge initially denied these requests, but they were later granted upon the prosecution's intervention. The hearing is now set for January 2025.

Dr. Testa's concerns extend beyond his case. He cites text messages from another victim detailing unethical and potentially unlawful behavior by the Whitpain Township Police during an altercation involving a disabled child. This victim is among others who have filed or are considering legal action against the department, suggesting a troubling pattern of misconduct.
Fears of Racial Bias

As a mixed-race couple, Testa and Hulda believe they are being unfairly targeted by law enforcement. "We feel our civil rights have been violated," Testa stated. He highlights the lack of communication from the police department and discrepancies in their claims about working with an Assistant District Attorney as evidence of systemic issues.
Independent Review

The Montgomery County District Attorney's Office has stepped in, with Deputy District Attorney Brianna Ringwood overseeing an independent review of the case. This move comes amid growing public scrutiny of the Whitpain Township Police and their handling of similar complaints.
