19 Charged In Bala Cynwyd Medicaid Fraud Scheme: Pennsylvania AG

A Bala Cynwyd-based home care agency ran a Medicaid fraud scheme, leading to charges for its owner and 18 other people, authorities said.

BALA CYNWYD, PA — A Main Line home care agency was operating a Medicaid fraud scheme, according to the Pennsylvania Attorney General's Office.

Attorney General Michelle Henry ComfortZone Home Health Care, LLC, its owner Stephanie Mobley, and 18 other people — including Mobley's daughter and other family members— were charged in a scheme that allegedly defrauded the Medicaid program out of millions of dollars.

ComfortZone Home Health Care is a Medicaid provider permitted to provide Personal Assistance Services to eligible recipients.

Mobley, her daughter, Naya Campbell — who served as Mobley’s second in command — and others conspired to defraud the program by submitting claims for reimbursement for services that were not provided, according to charges filed by the Attorney General's office.

All 20 defendants are charged with Medicaid fraud, theft by deception, receiving stolen property, tampering with public records and conspiracy. They are expected to surrender and be arraigned this week in Montgomery County court.

"The Medicaid program is designed to help vulnerable people in the Commonwealth, not line the pockets of those who deliberately exploit it," Henry said. "Every dollar stolen from the Medicaid program deprives an individual or family in need of funding that could have paid for essential services."

The charges were filed following a two-year, collaborative investigation by the Pennsylvania Office of Attorney General Medicaid Fraud Control Section and the FBI. The investigation also got help from U.S. Customs and Border Protection.

  • Travis Thomas, 42, of Philadelphia
  • Tysheem Thomas, 23, of Philadelphia
  • Leon Montgomery, 36, of Philadelphia
  • Cierra Campbell, 25, of Philadelphia
  • Dominique Mobley, 56, of Philadelphia
  • Jasmin Bollers, 37, of Philadelphia
  • Tiffany Hogans, 34, of Philadelphia
  • Antonio Gay, 34, of Philadelphia
  • Michael Dunson, 28, of Philadelphia
  • Anajah Dunson, 23, of Philadelphia
  • Chelsea Peoples, 27, of Philadelphia
  • Sabrina Grace, 29, of Philadelphia
  • Quamir Oliver, 29, of Philadelphia
  • Tiara Broaddus, 29, of Philadelphia

Stephanie Mobley, Naya Campbell, and Barbara Thomas are also charged with corrupt organizations. Dominique Mobley, Antonio Gay, and Tiffany Hogans are also charged with perjury.

Authorities allege these crimes happened between 2020 and 2023.

The cases are being prosecuted by Senior Deputy Attorney General Benjamin McKenna. The defendants are presumed to be innocent unless and until proven guilty.
