Montgomery County Man Previously Convicted Of Child Porn Again Arrested On Similar Charges

HATBORO, PA — A Montgomery County man who was convicted a decade ago on charges of possessing child pornography was arrested again this month and charged with similar counts.
Carl Wisniewski, 33, of Hatboro, was arrested on suspicion of child pornography charges more than 10 years after he pleaded guilty to similar crimes in neighboring Bucks County.

Wisniewski was arrested on April 6 and charged with 100 felony child pornography counts as well as additional felony counts of disseminating photos and videos of children in sexual acts and criminal use of communications facility, court records and police charging documents said.
Wisniewski was arraigned on April 13 before Magisterial District Judge Maurice Saylor, who set bail at $50,000 cash.

Bail review subsequently reduced bail to $25,000, and Wisniewski was released from custody after he posted 10 percent of the bail, according to the Montgomery County District Attorney's Office.
Conditions of bail were that Wisniewski agreed to refrain from using the internet and that he surrender all computers.
Wisniewski pleaded guilty to two felony child porn possession counts in 2011 in Bucks County, according to court records. Bucks County Common Pleas Court Judge Jeffrey Finley sentenced Wisniewski to up to 36 months of probation, which was satisfied by the summer of 2013, a docket sheet said.
In the most recent case, authorities were tipped off to Wisniewski via a cybertip from the National Center of Missing and Exploited Children, according to the criminal complaint filed by investigator Rick Beaghley, who is an Abington Township police detective sworn as a special county detective with the Internet Crimes Against Children Task Force.
The center said it received a report from the electronic service provider Discord Inc. that an image file was shared by a Discord user on its chat platform that purported to show child pornography.
Police subsequently traced the IP address of the internet user to Wisniewski.
Beaghley said in the criminal complaint that he reviewed the digital file and determined that it was child pornography, as it depicted a female child approximately 8 years of age naked and in a sexual pose.
A second digital file associated with Wisniewski's IP address showed two underage girls around 11 years old, naked and in sexual situations, the complaint said.
Police searched Wisniewski's house on March 3, police said. He was subsequently interviewed and said he uploaded the images of child pornography to the internet, according to the criminal complaint.
Police found 146 image files and 15 video files depicting children under the age of 18 engaged in various sexual acts on Wisniewski's computer, the complaint said.
