'With Mixed Emotions,' Council Rock's Substitute Superintendent Plans To Leave District

Months after the removal of Council Rock's former superintendent, the assistant superintendent who stepped in plans to take a job elsewhere.

NEWTOWN, PA — Dr. Susan K. Elliott, the assistant superintendent who took over the big job after the Council Rock School District's board voted to separate with former superintendent Dr. Robert Fraser, is now leaving the district herself.

Elliott said Wednesday that she will accept a position as superintendent of the Upper Moreland School District. She shared the news "with mixed emotions" in a message to the district community.

Her decision to leave is also pending approval from the Board of School Directors, she said.

"In the near future, the Council Rock Board of Directors and the Administration will provide information regarding the transition plans for leadership," Elliott wrote. "Council Rock is in very capable hands with our dedicated staff."

She affirmed that she is "committed to the success of Council Rock throughout the school year."

Per her message, Elliott plans to conclude this school year with the district and to support Council Rock in this transitional period.

"I want to thank the Council Rock Board of Directors for their confidence in appointing me as substitute superintendent as Council Rock transitions to new leadership," she wrote. "It has truly been an honor to serve the students, families, and staff of Council Rock as an educational leader."

Her leave comes just two months after the school board voted 6-3 to separate with Fraser, whose second five-year-contract had just been approved in 2020.

Elliott first joined Council Rock several years ago, and had worked with Fraser previously as language arts supervisor in a district where he was assistant superintendent.

The board will meet next on May 5, at which time Elliott's departure will presumably be up for vote.
