Whitehall Woman Jailed for Stalking, Prowling at Night

Elaine Jochen is in jail on $100,000 bond for harassing a Peters Township man.

A Whitehall woman is in Washington County Jail on $100,000 bond for harassing and stalking a man, according to police. 

Elaine Jochen, 47, punctured the tires of two separate vehicles owned by the Peters man between last Tuesday night and Wednesday morning—both vehicles were parked in his driveway.

The incident is the third similar report this month. In recent weeks, the Peters man purchased a surveillance system, later turning in video to police at 8:30 a.m. on Wednesday.

said Jochen was easily identifiable. After obtaining a warrant, she was arrested and charged with harassment, criminal mischief, stalking, loitering and prowling at night.

Police wouldn't disclose how the two know each other.

Her preliminary hearing is scheduled for Tuesday at 1:45 p.m. before district  in McMurray.
