The owner of Harlee Manor is at the center of a Philadelphia Inquirer Investigation into money doled out by the State of Pennsylvania.

The owner of Harlee Manor in Springfield is at the center of an exclusive investigative report headlining early editions of this Sunday's Philadelphia Inquirer.
The report raises questions about a million dollars in grant money awarded to Leland Beloff, a former Philadelphia City Councilman and ex-convict who owns the facility.
Accordng to the report, Beloff was at first turned down by the state in his first request for a grant to provide needed senior living beds in Delaware County. Harlee Manor is a private, for-profit business. According to the Inquirer's exclusive report "state auditors have since concluded that the home, as a private for-profit entity, should never have been eligible for the funds. But their report's findings, and other records reviewed by The Inquirer, raise deeper questions about the grant."

The Inquirer report says Beloff got a second grant request through "this time by a politically connected Philadelphia nonprofit, the Urban Affairs Coalition, and with support from a Democratic Party heavyweight"
