Controlled Substance Conspirators Arrested: Cops

Two men were charged with controlled substance conspiracy, police said.

Jose Velez, 35, of Providence and Carlos Lizardi, 40, of East Greenwich also were charged with possession with the intent to deliver fentanyl and possession with the intent to deliver cocaine, according to the Rhode Island State Police.

Velez and Lizardi were arrested Wednesday by the High Intensity Drug Trafficking Area task force, the state police said.

Both Velez and Lizardi were "transported to the Lincoln Barracks for processing and then to Sixth District Court for his arraignment," police said.
