Philips first came to the attention of law enforcement when the Rhode Island State Police Internet Crimes Against Children Task Force reviewed a report from the National Center for Missing and Exploited Children. The report showed someone in Rhode Island possessed and transferred child pornography. Further investigation revealed the pictures and videos were transferred from an account linked to Phillips' phone number.
Police searched Phillip's phone and found 109 images and 15 videos of child pornography, prosecutors said. Prosecutors said the pictures also showed Phillips and various household items in his home.
